I have completed it 5 times now, 3 of which should have activated heroic but have not. We got all 3 plates, and had no vex integrate. Still wouldn't activate heroic. I wouldn't care that much if it wasn't part of the Europan Gear I quest. Can't complete that without the heroic in Asterion Abyss, and apparently that is the only public event that ever spawns there.
