Having to hit targets with ranged shots first in order to generate shield energy is a dumb limitation, sure being able to charge the shield up more quickly by landing shots is okay, but I don't see why they shouldn't also be able to passively generate shield energy over time (like blocking energy on swords for example) so that you have the opportunity to use that shield to more safely fire off some shots from behind it when facing enemies near the start of an activity. The three exotic glaives are by far the most egregious in this regard, as in PvP modes the likelihood of a player staying alive and landing enough shots to actually ever be able to make use of the exotic abilities is next to none. Personally I am not great in PvP at the best of times so for me it's basically impossible, but I've also watched several youtubers/twitch-streamers try to take the exotic glaives into crucible and the general consensus among them is that there's basically no reason to use an exotic glaive over a legendary one because it's so prohibitively difficult to ever make it to the point that the exotic perk abilities can be used, that you might as well stick to a legendary glaive that you can configure with a perk like kill-clip that you might actually get some decent use from. Now I'm not suggesting it should charge particularly fast, in fact quite the opposite, I would say it should take about 30 seconds to fully charge up from empty, but that would still mean that ~6 seconds after spawning you would have about 20% energy, enough to put up a brief shield while lining up a shot, or after 30 seconds you would then be able to make use of an exotic ability instead of having to land multiple shots in a row without dying (or running out of ammo) to have any hope of putting the exotic perk to use.
