The average invested/committed player has 26-30 tiers of stats, mods and fragments do not count toward this. The max tier score you can achieve is 33.5 tiers, no one has obtained all 33 tiers yet. tier 31 is the minimum requirement to obtain quad 100s. To put in perspective most popular streamers and personality's in the game dont exceed tier 31. No rules apply till you meet or exceed tier 31, the rule that applys after this number is obtaining a 34+point cluster roll. Clusters are the set of stats Mobility, Resilience, Recovery is considered the "primary cluster" Discipline, Intellect, & Strength is the "secondary cluster". They can only have X amount of stats allocated to a cluster that maxes at 38. An example would be some one wearing armor that is all 61-63 points base that adheres to this principle can have better stats then a player using all 66 point armor with a 33 point cluster split.
