Focusing armor at the war table can grant pretty high rolled armor, I had put an intellect focus mod on my ghost and focused 4 pieces of armor that were 60+ stat roll with high intellect and high recovery for my warlock, with the exotic and support mods I’m at 100 intellect and 100 recove with 70 Discipline.

Low stats from common vendors make sense... Xur selling collection level exotics is unforgivable. He was meant to be a weekly source for high-stat random rolls on exotic armor...
