Witch Queen Quest Not Progressing

I finished the campaign on legend but the quest ‘the witch queen’ is stuck on step 18/19. I received the emblem and the whole quest is ticked in the triumphs section. I didn’t get any other rewards etc. Can anyone help/advise?
