*RESOLVED* Operation Elbrus bug, unable to progress.
Second character. Ive had the step 1 of 28 active for the entire campaign, plus several post campaign missions and its not progressing.
Im at 0/500 intel and I cant get it to drop anywhere.
I have tried abandoning the quest and picking it up again, no change.
RESOLUTION: already had a full stack, deleted and it started dropping again.
