Meditate on the Light quest bugged
I meditated for the Void abilities while the quest sat in my mailbox. Once I retrieved it (after), it's now sitting in my quest inventory and is unable to complete. Just a heads-up for anyone who did the same. Woopsie!

I’m having an issue where it tells me “A Guardian Rises” needs to be progressed after getting all of the solar abilities unlocked. Isn’t that the beginning quest?

Same thing happened to me. Quest says something about meditate to unlock new sub class ability.
