The fact that I technically have to buy the dlc on more than one platform to be able to play any of that content is the worst business strategy ever. Imagine a business that requires you to purchase something more than one time to get the full value of it. I recently moved and while I was waiting for my pc to ship back to me I purchased the 30th anniversary on xbox so I could stay up to date and current on the game. and now I have my pc again and no matter what I have to pay these people more money to be able to access content my account has already done. "you have 10 dungeon completions?" Doesn't matter buy it again. That would be like getting a new I phone and having to purchase all of your apps again. WTF Bungie

The same goes for when you buy a game or DLC from Steam. The license isn't from Bungie and they don't control what DLCs you have access to or where. Xbox, Steam, Playstation, and Stadia dictate to players and developers the terms of their game and DLC licensing. They have no agreement to share licensing together either. If you want to buy a DLC on multiple platforms, you must buy it from each platform you want to have access on.
Steam is not willing to give players a DLC because you bought it from a competitor, because they didn't get any of that money. If you want that to change, you'd need to petition those companies to come up with an agreement.
Season passes are not the same as DLCs. DLCs are downloaded content that is licenses to an account. Season passes are in-game digital add-ons similar to other items you buy from Eververse, which makes them applied to your game character data, not your Xbox or Steam account. When you use Cross Save, you are accessing one set of character data on other platforms. If you buy a season pass with a cross-saved Xbox character on Steam, then deactivate Cross Save, the pass goes with that character back to Xbox. It does not get shared to both your Xbox and Steam characters.
