Modern Warfare matchmakes based on m&k or controller. It works well. Do the same. Mouse and keyboard players are much faster and when they are good, they can two tap easily. Decent m&k players are going to always crap on good controller players. It's not even a fair fight. Separate the inputs for matchmaking...it will make pvp a little better. And then...more maps and game modes and balance...etc. etc. etc.
