Is there any way to make auto melee always use the powered melee if available?

As per the title. Currently auto melee will use unpowered if you are close to an enemy over powered. I would like to have things so the powered melee is always used if it is available and unpowered if it is not. Problem is even though key binds were added for powered and unpowered I can't find any combo that gives the above. Setting powered does nothing if your melee has been used, binding both options to the same key gets close but it doesn't work with anything like a titan shoulder charge where the melee is charged but you are not sprinting as it just tries and fails to use the charged powered melee rather than using the available unpowered.
