You don’t, you gotta shoot first before they hit you. You could always switch to a linear fusion rifle like arbalest or lorenz. They do fairly well at getting headshots while taking flinch. Just make sure you are mid to long when you engage though, their flinch is terrible the closer you are to targets and it becomes far less likely for you to land a shot even with unflinching mods. As for snipers, your best bet is to literally keep as much distance as possible an if you cant do that then you gotta just be the first one to strike
