Moving orb generation a function of a helmet mod rather than the weapon crowds the helmet mod slots and disallows other important choices such as ammo finders. And you aren't even making it a single mod, but a separate mod for each element type? That's just crazy.
Literally everything else in the TWAB was great, but I would rather none of those great changes to the artifact and armor occur then for orbs of power be moved to helmet mod slot....
Please just add the mods and leave the current system alone. This will do what you want, allowing us to do whatever orb generation quests you have planned, it will help new players make builds for themselves when they have only a handful of mods, it won't hurt the players who already spent time masterworking, and it won't hurt build crafters by removing even more options from the already very limited system.

For players like myself, masterworking guns is essentially free. I have enough masterworking materials that the cost is irrelevant. However, I know that it is not so for everyone. These mods would make the orb-generating ability available to people without the resources. Also, obviously, there are exotics without catalysts. Adding these mods would help both situations. However, they should not stack. Allowing current masterworked weapons to produce extra orbs would leave the same problem as we currently have. I don't know if the programming allows for both systems to coexist, but if it does, hopefully they can make that change.

They release it, the backlash is still there if not even worse now that we've had our fears confirmed, the game suffers, people turn away, complaints continue, Bungie maybe makes a half hearted compromise to try and appease people (look at transmog, they took away the material that was timegated, but there's still a 10 per season cap) but it's still sh*t and they wait until people move on. Sunsetting was announced way ahead of time, a lot of people hated it, it happened, people still hated it, then there was a lack of guns + having to regrind the same guns so things got worse. They eventually cancelled sunsetting, but didn't uncap all our guns, they just reissued a handful of sets from paid content like the Dreaming City and Moon stuff. I would very much like them to unsunset the Blast Furnace I have in my vault, I don't want to grind a new one just because it now has Heating Up and Ensemble in the perk pool, I want my old one back. Bungie are pig headed about these things, even if there's time to completely cancel the idea. It's happening, whether we like it or not (most don't, it seems), so we'll just have to ignore the orb mods and not use them at all, just suffer with longer cooldowns and busted CWL builds. It's clear this is a nerf to CWL mods and also an additional nerf to ability cooldowns on top of having just recently tripled how long it takes to get our abilitites back. I hate that my base super cooldown is 10 minutes because some PVP hacks whined about not enough gun play. They went way too far with it, a 3 minute one hit kill grenade that's easy to whiff, shoulder charge no longer being OHK. I doubt they will undo these changes, or at least lessen how bad they are. This is the go slow update in stages, they've slowly been taking power and mobility away from us and the game is constantly feeling worse and worse. Witch Queen better be the greatest thing ever or I'm outta here.

They should not have said anything at all or they should have fully explained the idea. Lo and behold everyone is bickering about it and they wonder why there various parts of the player base get at each others throats, the answer is bungie antagonizes with the little things they say waits a bit then explains weeks later
