The Pigeon Provides holiday event
Step 7 of 10 for 'The Pigeon Provides' states to return to Saint-14 with the ingredients I've gathered.
When I talk to him, he only has the usual trials menu. I tried it with and without a trials passage.

I was able to hand in the Quest after a bit more random gameplay. I did 2 public events in the EDZ, visited xur, finished my remaining weekly event bounty (5 gifts to npc's)
