Hi there. When you inspect the Lure, hover over the first slot on the left. Do you see the options for Wrathborns to choose from? If yes, select the one you want to insert. You can then add relevant mutations to the other 2 slots that will affect your rewards or put in empty mutation canisters. All 3 slots must have something inserted for the Lure to be ready to use.
