It could be self censorship out of concern for netease, I dont think bungie or netease have ever talked about it but it could be just a line bungie does not want to test. Which lets be real, Taiwan is a great example of this.
Basically they got broad laws that "frown" on the depiction of human remains. Now theirs no actual law that spells that out however, one could use one of these laws with a "interesting interpretation" and argue it is so.
And their is precedent for this magic the gathering and WoW among others. heres a link to 2 article written about this self imposed censorship in hopes of a more pro-business with china model.

Can we just turn the masks into ornaments at this point? Like, why the hell isn't it a thing already? I wanna run around with my Colonel mask year-round while maintaining my light level and good gear.
I also liked many of the other masks. Would be nice to have them be available in a D1 package during Festival of the Lost. But I guess it would only be released to buy with silver and IF it is released for bright dust it will be so expensive barely anyone can afford it - 'cause Bungie throttled the bright dust earning possibilities.
