I think that once a year Xur should sell one of the vaulted raid exotics and instead of legendary shards for the raid weapons. You would be able to use weapon fragments for the raid exotics. How do you get weapon fragments? You may ask well you would have a chance to get them from nightfalls, legend and master lost sectors, a secret mission that rotates weekly and exotic quests. FYI you have a higher chance to get a weapon fragment from higher nightfall difficulties a rare chance on adept a uncommon chance in hero a common chance in legend and master difficulty and a guaranteed drop from grandmaster difficulty. For legend and master lost sectors you would get a weapon fragment instead of the exotic armor piece if you already have the chosen piece of armor (the chances are still the same and you have to solo it within a certain time to have a higher chance at the exotic or fragment, the longer it takes you lie less a chance that you have for the drop). For the Anarchy you need 250 fragments and for the Teraba story if I mis spelled 250 fragments. The max amount that you can get per week is 20 per character.
Or if you don’t know if you want to waste time for a weapon that you don’t even like then you would say man I wish that I could have tested it first. So I think that there should be a way to test the weapon that you want to get. So bungie could make small quests for the weapon and the activity that you want to use it in. Then you would get to use it for three games only one trial of the weapon weekly. I also played scourge of the past 30 times and didn’t get anarchy.

Nah man. The spoil system works. Honestly bungie wont put raid exotics into let's say a nightfall.
