Umbral Decoder Quest Not Working
I can’t use the decoder and can’t get the quest out of the decoder. And I need to use the decoder for the seasonal challenges.

If you've never unlocked the Recaster before on any character you can get the Decrypting the Darkness quest by progressing the Wayfinder's Voyage quest. However, if this is an alt or new character and you previously unlocked the Recaster on a different character then you won't be able to get the next quest step.
