I think we can find their old official post where they recognize the not adequate experience for players with 2 fps cutscenes, posted in the known issues list for priority. Then it just got forgotten and deleted from the following investigation update posts... If they stop thinking about a problem, then that problem disappears as for magic! Seriously they skipped it at some point sneaky sneaky, and i bet they ll never do any comment/fix about it. I got used to see Destiny 2 cutscenes on youtube mate...
