Ascendant Ballast 1 soft lock
Once I collected the 10th ascendant anchor the quest step went back down to having only 2 anchors collected. I went back to see if I could collect them again and they weren't there.

4 RepliesFun isn’t it to waste all that time collecting items and have it glitch out for all your characters. Not impressed, not one bit. Can’t upgrade anything to who knows when they “fix” it.
