Records show that you don't Forsaken or Shadowkeep. You may want to [url=https://www.bungie.net/en/Help/Article/12181]restore your Destiny console licenses[/url] and check to see if this helps with your issue.

To confirm, Forsaken and Shadowkeep appear in your game add-ons?

How do I check that? If the information is relevant, the raid clears happened on the PS4 version of D2, and it says I don't own the expansions on the PS5 version of D2.

On your PS5 home screen go to Destiny 2 and click Options, then Manage your Game Add-Ons (or something like that), then install anything that isn't checked off.
