Something wrong on my end, at 175% rende scale on the drop spot i get 67fps...
At spider 80fps...
Not exactly your resolution, but, huge difference for me

6800xt, 5600x 16gb ddr4...6800 is memory overclocked and voltage underclocked

To be precise 6800xt is aorus which one is overclocked from factory, 3700x has more cores than 5600x… And 32gb 3600mhz Sabrent m4 1to And like you said 1440p is more pixels than 1080p, Have you tried to fresh install your AMD driver? And erase direct x cache, And steam cache too, And finaly delete cvars file ?
