Hung Jury drops are broken, they have to be.
Over the course of the last 3 days, I have run more Master, Legendary and even GM Nightfalls than I ever wanted to. I have gotten a grand total of ONE Hung Jury from at least 15 Nightfalls of varying difficulties.
That is simply unacceptable, so either this is bugged and needs to be fixed ASAP or Bungie really does like to just torture its playerbase.
