The crucible was full of blood instead of light so the weapons issued out were given weaker rounds and pve enemies got a vaccine for the OP weapons. Thats the lore, make up some BS like I did or accept this is a video game where things need to be toned down in order for everyone to keep their heads from going bald.

Weapons get upgraded parts based on Last City availability for buffs and improved mechanics for the guns themselves. Nerfs is simple: You dun -blam!-ed up and overused it. Now their is only scrap parts left to replace all the damage and abuse you put it through. Ya lunatic. /s
