Balance according to whom? For what purpose? More time for advertising interruptions? Incline the balance to benefit Hand Cannons? Why so many exotic HCs, to cover physical deficiencies or compensate for those intimate deficiencies? Skill with HC? Does such a thing exist? It's a game, to have fun, feel powerful, get away from reality and eliminate the bad guys. Bad, whiny strategists in pvp, and bad guys in pve. Why not nerf or eliminate the bosses hitting the floor strongly that sent everyone tens of feet in the air against a wall, excessive absurd teleport, they never load their weapons, they never lack ammunition, they never have an architect to kill them, etc. The Exotics must be kept as they were acquired and not nerf, it is like lowering the salary to the programmer after making the adjustments to the program or reducing the bonuses to the management months before giving the bonuses.
