Bungie hand cannons should not be able to battle long range weapons.
The fact that igneous Hammer, fate bringers, steady hands can all battle out scouts and puke rifles at long range is ridiculous.

The reason scouts arent good is because if you think hand cannons are oppressive scouts will be 5x more oppressive with any buff its why they wont buff them they are terrified of a scout meta
