I'm pretty sure the ornament is bugged. Target acquisition is terrible with the ornament equipped, lots of body shots and ghost bullets. Without the ornament, the weapon functions normally. I tested recoil to see if it was like TLW bug, its not the same as that. It's almost like the gun blooms out to max as soon as you start shooting instead of decaying as you fire. I tested it against rapid fire frame autos with similar stats, none of them have this issue. It's just Tommy with the ornament.
