I did the heroic exo mission with an LFG fireteam using my Warlock. The champions were there, we beat it, I didn't get the next quest step. My history shows it, "Story, Safeguard Simulation Heroic." It's still on step 2. I didn't leave, I stayed until it warped us to the Exo Stranger. Any ideas? UPDATE: I figured it out. It's supposed to be the Heroic Survival challenge to proceed the quest, not Heroic Safeguard or Heroic Agility. I was able to complete the quest.
