so from what i could see while trying to fix this Destiny 2 somehow overloaded itself (it apparently trapped itself in a vicious cycle that made it slower and slower until it crashed) and it is most likely a code that interacts with steam resulting in it being "saved" until the entire computer is restarted (pc had to be restarted cause whatever that "saved" data is, prevented steam from being shut down even task manager couldnt do it)
