The way Forsaken and Shadowkeep worked was is you owned season(s) before buying a deluxe edition, you would receive either the future seasons or silver for them but it doesn't say I own season 16/17, or give me the 2000 silver from already owning 2/4 of the BL seasons.
Did bungie ever announce this change or did the less-fomo seasonal stuff mess this up?

The Forsaken Annual pass was not able to be purchased with silver, and functioned differently than the current Season Pass model. When Shadowkeep first launched, and the new Season Pass format was introduced, was when seasons were made an in-game purchase (buyable with silver, or via expansion bundles only). Bungie did originally offer that excess seasons purchased, such as buying a single season, and then upgrading to Deluxe, would provide silver for the extra seasons. That offer had to quickly be stopped, due to exploitation and rampant abuse by players. As such, any excess seasons are simply lost. Seasons also cannot carry over outside of the content year, so excess year four seasons cannot unlock seasons for year five.

Hello. It's not possible to use more than four Season Passes within a Year since there are only four Seasons, and extra Season Passes can't be applied to a future Year since Season Passes can only be purchased and applied within the Year that they were obtained.
