Allo there,
Bungie are investigating this issue and at this time there is no work around to obtain it. Keep an eye on the TWaB blog posts / patch notes for any news relating a fix for it.

I do see the team has been looking into this issue since January. Hope it is corrected soon! I'd like to work on solo GM's and do not want to use the 'free ammo' method.
