Pinnacle drop level is based of your current max equippable base power level. It’s important to remember that not all pinnacles are equal. Weekly pinnacles from core playlist completions, ie 3x strikes, 3x gambit, 3x crucible matches, as well as Hawthornes clan pc completion, reward pinnacle drops of +1 to your base max power level. Pinnacles from Nightfall 100,000 high score, reaching Legend Glory Rank, Prophecy dungeon completion, 5 and 7 Trials wins rewards, all drop up to +2 of your max base power level. Exo Challenge, Master Empire Hunt, upgraded Wrathborn hunts, Iron Banner bounties, and DSC encounter pinnacle rewards all drop up to +3 of your max base power level. Unfortunately though, what those drops actually are is pure rng. Best thing to do is to save the +2 or 3 drops until all your gear is at 1301 for example, then use the +2/3 to boost a few pieces, then use the +1s to fill in the gaps. But again, it’s a slow, grindy and frustrating process, and almost completely reliant on shitty rng.
