What are those blue crystals?

Those blue crystals that sometimes appear that you can pick up. What are they and what do they do? I’ve tried looking it up but couldn’t find anything.

I believe they are related to some aspect/fragment usage such as recharging mele energy and such. Look at those descriptions. I think I saw this in them or something.
