Shotguns are everywhere now. people will go entire matches without ever putting the shotgun down. people will literally just give up on an engagement if they can't use their special weapon. Before shotguns it was snipers. You couldn't walk 10 meters without getting killed by someone who would never put their sniper down. Before snipers, fusion rifles, mainly just erentil, were everywhere. You would get vaporized from absurd distances. How long until you admit to the availability of special ammo being the problem? You are caught in a loop of buffing and nerfing special weapons that leads nowhere. At the very, very least scav mods have to be made non-functioning inside PvP. That's just a start. From there the whole special ammo system has to be reworked.
