I'm not talking about an achievement or anything past the 3 emissaries part of Birds of Prey. My first character per week can see and pick up the feathers by the emissaries. Other characters after that can not see feathers. All 3 characters have the quest and the total collection amount is the same for all. So, is it only one character per week or once per character per week? If the latter, there's a bug.
