Just remove PvP from Destiny 2. Make PvP a separate application or game. That way it can be better balanced without affecting the PvE community. And PvP players can get whatever they want. Problem solved. Then just add new PvE content in place of the missing PvP section in the main game. Easy. Then leave Destiny 2 as a PvE focus. Destiny Crucible (be the external application or game) as the PvP experience. Easy peasy lemon squeezy.
