Mods like sniper rifle or shotgun scavenger are essential if you want to play with those weapons in PvP. And I think getting those specific mods is quite hard and luck based. Maybe if special weapon scav mods were earned by a crucible quest or gunsmith mods rotated faster it would be more easy for newer players to pick up special weapons and use them more comfortably.
