2nd week Xur has allowed me to turn in the Exotic Cipher quest but doesn't actually grant me the Cipher.
And no I dont already have one my inv or in the mail.

1 ReplyHi there. You cannot receive a cipher if you already have one in your inventory or Vault. It’s likely you stored a previous one in your Vault.
