Golden of relic quest

I’m not sure how to get golden of relic quest step I have already gotten the drang and have reaquired it several times in the last 2 seasons but there is no where for me to go to get the quest step. I thought one of my characters may have the quest step but none do is this a bug? Please someone help I want the strum for pvp

Have you tried the abandoned quest console? Failing that just buy it from the exotic console
