Well, as far as I know, the boss rotation is bugged and therefore it is not rotating at all. Until it gets fixed, you can't get the harbinger title.

This problem has been around for a while... according to this topic (below), for over 34 days, and counting. As far as I know, Bungie is aware of this issue, as I've seen more people reporting it. https://www.bungie.net/en/Forums/Post/257862419?sort=0&page=0&path=1

I see. Man ... Dang. I hope they will fix it soon. It's kinda annoying and I'm a veteran in Destiny. I cannot imagine what a new player thinks when he encounters this Bug in doing the Moon Story.
