**LINK TO PC SPECS AS INSTRUCTED** - https://pastebin.com/4378rsZh
I've been experiencing stuttering issues with D2 since switching over to PC around 6 months ago. Basically what happens is that every so often, regardless of what I'm doing in-game, I experience stutter/lag. When it does happen my FPS doesn't drop dramatically, if at all, so I don't think it's a case of my hardware not being able to maintain the FPS limit I have set. I've tried many different 'fixes', but so far nothing has worked. Here are my PC's specs:
AMD Ryzen 5 3600 CPU
ASUS VG258QR Monitor
Be Quiet Dark Rock 4 CPU Cooler
Corsair RM750 PSU
Corsair Vengeance RGB PRO 16GB RAM
MSI B450 Tomahawk Max Motherboard
MSI GeForce RTX 2060 GAMING Z
Samsung 860 EVO 1 TB SSD
These are the things I have tried:
Different graphics settings i.e. Low / Medium / High / Highest
Discord, GeForce Experience and Steam in-game overlays turned off
Changed Display Port cable
Changed power settings to 'MAD Ryzen Maximum Performance'
Empty Standy List setup to clear RAM cache every 5 minutes
Fresh Install of Windows and drivers
GameBarPresence removed
G-SYNC and V-SYNC on, with an FPS cap of 140 (Using NCP Max Frame Rate Limiter)
G-SYNC on and V-SYNC off, with an FPS cap of 140 (Using NCP Max Frame Rate Limiter)
Portforwarding to open NAT for D2
XMP turned on in BIOS
I feel as though I have exhausted all options and haven't yet found anything else to try. My PC is not overclocked and, depending on the in-game activity, I usually get between 80-140fps. My monitors refresh rate is set at 144hz, hence the FPS cap of 140. I downloaded HW Info and ran a test for just under 2 hours. I've uploaded the result to Google Drive and you can view it using this link:

I'm not really sure if the results identify any underlying hardware issues, as I'm new to PC gaming. If someone with more knowledge could look at the screenshot and let me know if anything doesn't look right, I'd really appreciate it. I can also change the graphs to reflect other PC components or parts, so let me know if this is needed. Or if further testing is required I can do this too.

I have had EXACTLY the same issue like 6 months ago. I’m glad someone has the same issue. It’s definitely the game not my pc.

Glad to hear it's not just me with these issues! For months I thought it was my PC's hardware, but every other game I've tried runs smoothly. It's such a shame too, because I love playing Destiny. It's just unplayable at the moment with the constant stutters/hitches. Let's just hope that Bungie addresses these issues soon, otherwise I may just have to stop playing all together.
