Icon for crow there but crow not physically there for HM quest

Finished the Beyond light campaign with my female titan. Deleted my original female titan, to start an exo titan. Finished the beyond campaign on exo titan. Noticed crow wasn’t there. Grabbed the HM quest from the abandoned quest kiosk. Grabbed all the feathers, tried to visit crow but he isn’t physically there. His icon is there! Please help!!!
