I understand that Last Wish and Garden of Salvation raid gear can infuse up to 1410 power in order to keep the loot pool somewhat healthy while new weapons and armor get cycled in (I think). The part I don't understand is why the new raid gear doesn't infuse up to the seasonal cap for Lightfall. Shouldn't raid gear last 2 expansions instead of 1? It would make raids more appealing and it keeps 2 sets in the loot pool instead of just 1.
