XUR woun't accept exotic cipher
I am standing in front of xur and I can't give him the exotic cipher for a exotic - it only is allowing me to buy with legendary shards- and the funny thing is that I can't even pick the quest for exotic cipher becuase the game know I have a exotic cipher
plz fix

This is normal. You need to buy an engram with shards before you can buy an additional engram with the cipher.
