IMO because of the way a lot of people rush through the content & then complain they have nothing to do for the rest of the season time gateing is unfortunately now a necessary feature however much you do not like it There is a plus side though in that you have time to try out different builds based on the fragments acquired for the new subclass before being overwhelmed with choices. The issue I have is the quests to get the fragments are a bit too involved & time consuming.
