ESSENCE OF JEALOUSY

Hi, I've been doing the quest stated above. But the boss won't spawn for me to get the Rainiks Hatchet. I have tried everything. It never spawns, I can't complete this quest without that. Can anyone help? Thanks

Me too. Keep going to Traitor's Ketch and they never spawn
