TLDR: I can't access the tower for bounties or pinnacles because I can't progress the "A guardian rises" new light quest. The game thinks I've received Zavala's gift and should talk to Ikora, but I haven't received the gift at all. I can't abandon the quest. Out of Nostalgia, I decided to play the new light quest after completing the beyond light campaign. While opening Zavala's chest on step 13 of the "A guardian rises" quest" I lost connection to the Destiny servers. When when I regained connection and loaded back into the tower, the chest was gone and Zavala's gift wasn't in my inventory or guns. Now I'm being prompted to talk to Ikora while my quest log still says to obtain Zavala's gift. I've tried Restarting Destiny and progressing another quest in hopes that those would help fix the glitch, but they didn't help. Also, I can't abandon the "A guardian rises" quest and can't use the tower normally until I complete the quest. I'm trying to level up to complete the raid on day one, and I'd really like access to the normal tower.
