The only way to completely start from scratch is to start over on a different account. You cannot completely delete your progress once you've started playing.

As long as you have your current account set up as the Home account on your Xbox, you should be able to create another account on the same Xbox, and still have access to your DLCs, but if you have a season pass, that's permanently tied to your current account, so you would have to rebuy the season pass (or just wait until the new season starts, and buy a pass for that season). As for your Bungie profile, you can actually keep using it, there's just a couple steps you'd have to go through first. You would need to create a dummy account on a different platform (Steam or Playstation) because you can't remove a linked account if it's the only one, then link that account to this profile. You would then be able to unlink your current Xbox account (Bungie will not do this for you, as each player has to be able to authenticate their own accounts to link/unlink them), then link the new Xbox account, then unlink the dummy account. That would allow you to continue to use this Bungie profile, just with a different Xbox account.

One should be able to delete your own account or progress. So if i manage to unlink the xbox account. I can start a new game on steam. What i f I than later on link the xbox once again, than activate cross save? will steam override the xbox save?

If you activate cross save, whichever account you choose as your primary, the characters, gear, game progression, etc. on that account will become what you will use on all your linked platforms. If you were to choose Xbox as your primary, whatever your current progress was on that Xbox account, that's where you would be continuing from, on Xbox as well as Steam, and your Steam characters and progress would become "dormant," and would just sit in the background, unchanged until you deactivate cross save.

Unless you have any Bungie store or promo emblems on this Bungie profile (maybe a mentor can give better details) there isn’t much that a Bungie profile contains, that is worth going through a large hassle to keep. All character progress is saved through the actual Xbox, PSN, and Steam accounts. So the mentor’s advice about setting your current Xbox account as home and making a new one on your Xbox should work fine. You can begin playing with your buddy like normal. Your options, if you want a Bungie profile, would then be to either create a new Bungie profile with the new Xbox live account, or continue to try to link a Steam account and switch Xbox accounts on your current Bungie profile. In either case, you will still be able to play.
