In the lore, towards the end of d1 they left the cosmodrome, even the splicers. They dropped their guns and left. The hive seemed to have lost the cosmodrome to the splicers. So they're coming back as well. What gives?

Bungie is hoping the nostalgia factor will outshine all of the problems in this game amongst the fanboys. Lore be dammed. Verisimilitude be damned. They're rewriting the intro for new players, too. Just ignore the last 5-6 years.

Now to answer your question. Its actually a very easy explaination. Fallen are pirates essentially and more importantly... Scavengers. The cosmodrone is ripe with technology and potential for them. Also... Sepiks primes corpse is there and they probably want his parts back.

Its simple like most lore inconsistencies, bungie sucks at putting a story together. They are great at writing lore cards but forget they wrote them when they do things in game involving story
