Why the warlock class and its exotics tend to seem weaker in pvp than titans and hunters.

So after seeing some of the recent posts in regards to warlocks, I spent the last couple hours going through the classes different exotics to try and make a build or builds that were viable beyond the current standard ones. Which started by asking the question: What are the requirements to use an armor pieces' exotic perk to maximum effect? That's when I noticed something interesting. Each class has 28 exotic armor pieces. Out of the 28, titans have 5 exotic armor pieces that require a kill before their perks proc, the other 23 are essentially always active. Out of the 28, hunters have 1 exotic armor piece that requires a kill to proc effects. The other 27 are again essentially always active And finally warlocks, out of their 28, warlocks have 12 exotics require a kill before they do anything and this isn't counting things like sunbracers, as the kill requisite is only a part of the exotic perk. Taking into consideration that many of these have short time limits and somewhat limited ranges is no wonder why many see the warlock exotic pool and class as not as good as the other 2. What do you guys think?
