TWAB says "they will drop from playing any of your favorite activities across the solar system" of course after talking to Spider, and completing that quest. Afterwards, wear a mask, and complete activities across the system. How often do they drop? I just completed 4 strikes, with a mask on, and didn't get a single Cipher.

Go to the moon, spawn at Eris Morn and then take an immediate right. Go run either a "kill anything" patrol or a "Toland" patrol. It doesn't matter the order, just do whichever one you see first. Now, go back to Eris and take a left instead of a right. Do the same thing. After you're done with those two areas, drive over to the Hellmouth on your sparrow...and you guessed it, do the same two patrols again. Now drive to Sorrow's Harbor since it's easier than teleporting there considering you're right next to it. Now do the same two patrols again. Return to orbit, and do it again until you feel disappointed in yourself like most of us are in the lack of content for the event.

I don't know but it would seems they have an horrendous drop rates. This doesn't make much sense 😂
-
I have literally done 3 crucible matches, 7 moon patrols, three strikes, a couple heroic events and three gambit matches and haven't gotten one cipher decoder. I've only gotten the first one in the quest.
-
Same here. No Cipher Decoders, Strike after strike. I think they are bugged.
-
I too have had an issue with them dropping. 1 in 8 strikes with nothing. I believe it’s bugged as the drop rate is to low to complete the triumph of 45 chests. They need to do something quick or players are just going to say screw it and not play
-
None here, either, with a variety of activities. Since you have to get 45 of them to finish all the Triumphs, if they drop every 5 events, that's over 200 strikes/Gambit/Crucible/etc. you have to run. I don't want to think about it if the drop rate is lower than that.
-
I believe that the cipher decoders have a low drop chance. Close to that of strike specific loot such as Mindbenders Ambition or Warden's Law. It might help to do a variety of different activities as well.
-
I was surprised to find I had one after just doing some bounties, patrols, and public events (including one heroic, a depressing rarity in Spider's vicinity). Off to Mercury now...
-
seems bungie may have forgot to mention that it isn't guaranteed on every single activity you run... oops.. sorry forgot that
-
same for me. Got the first one from the quest and then nothing. Did 4 strikes and a heroic public event while wearing a mask.
-
3 strikes with no drops, got one from heroic public event right after
